1080p has been around for a little while mate, my girlfriends piece of shit HD 5450 supports 1080p though it would suck but still supports it.

for cpu cooler, you can get bequiet, any that fits your case and setup ( slim is good, but be aware of height )

r7 270 doesn't exist highest r7 is the 265 and that is stil not bad for gaming on medium-high.

For 720 you can go for this.  It's what I would do with that budget.
