windows 8.1 task manager showing wrong cpu speed

Well, i notice this while monitoring the HDD (weird behavior - it was ramdomly at 100% and the system was very laggy. But it has stopped doing that because i disabled the superfetch and windows search services) instead of the CPU but i noticed something wrong with the speed of the CPU!

 

My 4670K is overclocked to 4.2Ghz using a Be Quiet! Dark Rock Proc C1 air cooler, but the win 8.1 task manager is showing 5.13Ghz (I wish it was that speed  :P !!)

 

Do you guys know why is that ?!

it's a normal glitch that everyone has in Win 8.
