I think this is the second time I read about Asus cards and artifacts.

Firstly, all card that you can buy might have issues, that's were companies step in and take care of the problems. There are a ton of good reviews about this GPUs, and both Newegg, Youtube and very big forum comments are the worst place to get informed about a product. Good reviewers and websites that are not full of jerks (like this one :) ) will tell you to get a good GPU from a good company.

There are some products that have gone through a lot of hate, but most of the time they get revisited by the manufacturer and corrected, some others not. A good example of this would be the R9 290X from Asus, which everyone can tell you that has basically a GTX 780 cooler slapped into it, which for some people failed to dissipate heat of all the hot surfaces correctly. Asus may have corrected this, and a recent review might show it to you.

Companies like Sapphire, XFX, Powercolor, MSI and others, have really good AMD cards, it's safe to go with them if you are concerned about future problems. I haven't used a R9 280 from Asus myself, and I haven't read a review from them either. I was able to see both R9 280 from XFX and Sapphire, and they were fine cards, but if you can get up to a R9 280X the performance increase is worth it.

I don't know for sure but I'd assume so, but MSI/Gigabyte or preferably sapphire as they only make coolers for AMD they're best suited.

Ah, sure thing. The 280 is just well priced and the Asus one is the cheapest one.
