What Wattage power supply is recommended for a desktop that has a recommended minimum wattage of 375w ,and any suggestions for a reliable and cost effective one?

This. You should be cautious of recommended Wattages as they are usually overinflated.

 

If your system draws ~400W, then 450-500W is about what you need.

R9 270X has a TDP of 180W according to the Anandtech review, and their system including an overclocked 4960X used less than 300W in Furmark. Hardware Secrets found their system with either of two 270X's to use less than 400W, even with both the 3770k and 270X overclocked. The A8 5500 has a fairly low TDP of 65W. 450W should be easily enough.

Where are you located and where would you be buying from? I would suggest a Corsair CX500 or EVGA 500B as cheaper options, or for better and more expensive options the Corsair RM450, Seasonic G 450W or S12G 450W. EDIT: Also, the Cooler Master V450S.
