a general rule of thumb is to buy a GPU that is IN THE AREA OF 1.5x to 2x the cost of your CPU. assuming LGA 1150, you'd be fine with almost anything, but for a good CPU, Get the Pentium G3258(if Z97) or an i3. Granted, many GTX 650's will cost about the same as these CPU options, you should be fine and will be able to upgrade.
