Chassis Fan Problems?

So, this is probably a simple problem, but I'm new to this. Have mercy?

The problem is that my chassis fans (for a corsair 760t) sometimes won't spin under their own power.
Now then, if I start them myself, then they work somewhat fine, but barely move any air, and I think that my computer has crashed a couple of times as a result.

 

The fans, from what I can tell, are spinning slower than normal, but it just seems like it, I can't tell for certain.

Current Build:

Corsair 760t Chassis, stock fans
FX-8350, stock fan
1TB HDD

Asus m5a97 le r2.0

NVIDIA 750ti

1200w PSU

 

(Im not sure what you would need, so Ill just throw what I think can be used. More available later.)

(Oh, and the high watt PSU is for upgrades later.)

 

Reason: I'm looking at being able to run Star Citizen by the end of the year, and having my comp crash every 3 hours while running games that intensive, is a bit annoying.

Do you have them hooked up to some kind of fan controller? Is there touching the fan blades that could be stopping them?

What are your fans plugged into?

Fans are plugged into the molex plugs on the mobo itself. I was considering buying a decent fan controller, and then running them in that. Another thing that i noticed was that while in BIOS, the fan speeds weren't true, so no way to tell via that.
