Will this power supply be able to run an i5 4590 and GTX 770 in an ITX PC. I added the ITX part as I know they consume less power overall.

It has 42AMPS on the 12v rail and I think that is the recommended amount for the 770. I'm shopping at scan.co.uk if there are any other PSU's you would go with.
