I was thinking about building a new PC. It will be used for gaming/recording and video editing.

Needs to be able to:

Play most games 60+fps @ medium settings @720p.

Record using Shadowplay or whatever AMD just made to do the same thing.

Needed:

All PC components.

Not needed:

Monitor

OS

KB + Mouse

Budget:

However low you can go and reach the 'Needs to be able to'.

Proffered specs:

8GB RAM (Dual Channel)

SLI and/or Crossfire option

CPU overclocking option

Games I play/want to play:

Minecraft

RUST

The Forest

BF: Hardline (Use BF4 as a reference)

Just Cause 2

Miscellaneous Indie Games

Don't hate for 720p. >__>

Decent, but I don't really need a SSD or that powerful of a CPU. Maybe just an HDD and a FX 6300 would be suitable. I was also thinking about using that new pentium and upgrading to an i5 later on this year.

His build is just about what I would reccomend for a basic gaming system, that is AMD based.

GPU: 270X will easily doi 60FPS+ on 720p.

CPU: it's all debatable, but even a 4100 should do the trick when paired with a god enough GPU. But here are some benchmarks:

Honestly, you should just get a Titan + Ivy-E and be done with it. All this penny-pinching is ridiculous! ;)

It's better to buy what you need up front rather than buy something for the sole purpose of replacing it.. Why spend the money on two CPUs rather than just spending the money on the one good one up front, right?

Also, give us a solid number for your budget.. 720p is low enough nowadays that you could feasibly get away with just an APU and no discrete GPU.

Anywhoo, an 8320+270X (with both SSD and HDD) for $750 is pretty damn good, and a 270X is more than powerful enough for 1080p (not the most demanding games with all settings cranked up to max, but you'll still be running a native 1080p)..

i7 not perfectly stable at 4.4.. #firstworldproblems

The biggest "issue" is the wanting to record. In even the best systems, you will get lag and performance hits when recording on the same system.

This is where a better CPU would help, and I would recommend a separate 7200rpm drive to record onto, for one, and two, think about getting a capture card for a laptop and recording that way if you are planning on recording a ton all the time (assuming you have an extra laptop or another system).
