New rig can't boot

I solved the problem, thanks anyways. I tried powering the pc with another PSU yesterday and saw that it was working so i orderd a replacement on amazon. It arrived today and everything is working fine thanks a lot ^^

Heeey Guys!

I am just starting a new rig but i'm finding problems from the start.
Let me just start with the configuration i'm running:

CPU: I5-4690k on stack heat sink
Motherboard: ASUS Maximus VII HERO
Ram: 8GB Corsair vengeance
SSD: samsung 840 pro 256 gb
PSU: corsair RM550
All in a corsair 750D
I do not have a GPU for the meanwhile but i have in mind to buy a asus 780 poseidon or a matrix 780 ti so that is why i have a 550W power supply, this i hope will be just the beginning.

Bat back to my problem, i am not new in the world of pc and rigs but i am no expert, so i'll just tell you guys what my problem is and what i did to try and solve it but couldn't. 

Problem: Today my last to components where shipped to me, CPU and Motherboard. I completed the build and when i was finished i tryed to boot the system.
This is what happend: as soon as I switched on the PSU the lights on the Maximus VII Hero where one. i tried to switch on the pc connected to a monitor but the stack heat sink moved just a millimeter and the Q-Codes LEDs showed 00 a split of a second. But no monitor signal it did not boot.

What i did to try and solve the problem:
First checked on the manual what 00 Q-Code meant and it only meant "Not Used" and i'm still like "Not used what?"

Checked if the stack cooler was well positioned

Checked the power connectors CPU 8pin and the 24pin on the motherboard

Checked the memories 
Checked by clearing the CMOS

End result still nothing i have the same problem, i do not know witch bios version i'm running but if the system is not booting i cant change it. and the motherboard just arrived.
I hope i gave you enough information please help me i really hope is something stupid.

please DONT get the poseidon. its a useless card, not the best at aircooling, and not the best at watercooling AND it the fans still spin up to cool the vrm...

 

also dont buy the matrix 780ti, its just 150 dollars for 2% increase in performance.

So does everything actually switch and start running but no monitor signal or when you press the power button nothing at all happens? Have you tried a different monitor/Tv?

I did tried a different monitor and nothing happens, actually the cpu fan does not spin, only for a split second then it stops and all the other fan do not spin at all
