Low power to GPU

I am having trouble with my graphics card. While playing Skyrim, my game started to lag horribly. I thought it was a RAM issue, but I the game had no issues prior to today. So I ran the Valley stress test with Afterburner on, and it shows that my GPU is only using around 11% power. This was the first time I have seen this while gaming or testing. I have had my current GPU for a few months now. The only thing I did different today is connected a Logitech G930 headset to my pc. Does anyone have any ideas on why this could be happening?

 

AMD Phenom II x4 965

GTX 750 ti

4.00 gig RAM

Windows 8.1

 

Update: I switched out my 750 ti with a GTX 460. The voltage rating doesn't show up in Afterburner with this card, but it is preforming better than the GTX 750 ti at the moment. So I figure it is a problem with my graphics card.
