I currently have my cpu overclocked from 3.5 GHz to 4.0 GHz, nothing crazy.  Everything runs fine and is perfectly stable (ran prime 95 for over 12 hours).

However, whenever I turn on my pc from off, it starts up for a second then shuts off for about another second, and then will proceed to turn and boot into windows.

Everything works fine from there.  No blue screens or instability in games.

What could possibly be causing this sort of ridiculous issue of turning on and off every time i power on my rig?

CPU: AMD FX-6300

MOBO: Gigabyte 990FXA-ud3 REV. 4

RAM: Corsair Vengeance 1866 MHz

PSU: Corsair HX 650

Here's what Wiki has to say if it helps:

Double boot (also known as cold double bootdouble cold bootdouble POSTpower-on auto reboot, or fake boot) is a feature of the BIOS and may occur after changes to the BIOS settings or the system's configuration, or a power failure while the system was in certain sleep modes.

Changing some parameters in the BIOS will cause this issue, even for just setting a system as stock speeds, such as initializing the current CPU and memory clocks. When certain parameters, such as the ones before, from the BIOS are set, it will require a reboot.

If the computer didn't have any power and had just been plugged in these parameters will need to get implemented again, and since these parameters require a reboot, the computer will do a quick reset to implement these parameters that are set in the BIOS.[1] Even after the computer is turned off, these parameters won't need to be re-entered for as long as the power supply is still receiving power.

A double boot proceeds as such, the PC will power on for about two seconds, then off for about a second, then it will turn back on and display the POST screen and continue to boot up normally.

thats talking about somthing else, Meaning when you do any major chances to the CMOS via BIOS the computer will stop>Start>stop> boot.

I think what the OP means is when he turns it off it turns on/off again quickly before staying off?

It doesn't stay off.  The computer seems to be functioning properly.  Its just every time I turn it on, it will power on, power off, then power on.

There doesn't seem to be any issues with the functionality of the rig.  Its just kinda annoying how it toggles on, off, and on again.

Reset BIOS to defaults and see if it does it when on stock clocks. If it doesnt then its your motherboard failing to get enough current. Either plug in extra power via the 4,8pins or ease off your OC a bit.

It only happens when I try overclocking. Default is fine. The cpu is not being pushed to hard either because I created an "o.c. ready" profile at stock speeds of 3.5 GHz that is doing this same toggle on and off thing.

So I know its a setting i've changed but I cannot narrow it down to which one is causing this.

Its propably PSU which is doing that. Since overclocking uses more power than stock config, PSU does little selftest on powerup to make sure everything is working. Usually it happens on cold boot (plugged off wall or flip the switch).

Then I would highly suggest backing that off. If your computer is cold booting its not good at all. The PSU cant get enough power and if you keep that up for too long its going to start damaging hardware. What motherboard are you using? Does it have only a 24+4,24+8? It should have a 24+4+4. or some other triple solution.
