Nvidia game stream to shield

I tryed to connect my shield to my computer to use the game stream option. I have it set to stream games on. It doesn't work?, so I update the drivers (because I didn't update to the latest drivers) and now it won't let me select stream and it just says "do not stream" but that is not the option I want wtf ? how can I fix this ?

This is my old pc which I am reamending to be a media server or a nas. Motherboard: Generic fujitsu CPU: Intel pentium G640 @2.8 GHz RAM: 4GB generic fujitsu memory PSU:  CPUCooler: Stock intel cpu cooler Storage:  Fujitsu MHZ2120BH @120GB, Soon to have a HDD for more storage.

Yes I have it connected to my wifi but I don't have the "tab" where it tells me that I can stream so it is stuck in don't stream in the preferences
