Graphics Boot Issue

So my brother cant boot into windows, all his writing in post is like changing language, once it passes that it goes to boot into windows, passes windows loading screen then stays on a black screen.

 

swapped out his graphics card to a old one and the pc is fine, so something is up with the graphics card, is there anyway to fix it?  pictures posted below

yes tried, same issue, also tried flashing, it was hard since i cant read the writing but i think i flashed it correct and still same issue

Throw it in the troubleshooting section, the only other o option would possibly RMA
