have you look at your computer power management settings in the control panel?

 

it called 'Power Options'

 

create a custom power plan and set everything to high or max

Budget? Uses? Currency? Location? Operating System? Peripherals? Monitor? Use PCPartPicker wherever possible.

There is still no need to change it for a PC. All maximum performance option will do will force your GPU to crank itself up to the max possible clock setting, regardless of the game needs that much GPU power or not. It's like forcing your CPU to run at it's peak overclock at all times.

Yeah, I wouldn't set maximum performance under global settings. For game by game tuning I would.
