Need help decrypting drives

I need some assistance! two of my drives are showing BitLocker Encryption despite Encryption being disabled board wide. I have to keep unlocking them every reboot (which is annoying) because Steam and everything else will drop it until I do. So I have to readd them to Steam and every other application.

I tried making me Owner but that didn't work - I tried  

manage-bde -off <drive letter>:

but that also didn't work. It decrypted it but upon restart they were locked again. At this point I want to never have to input another key in again PLEASE. Is there a way to remove the decryption other than wiping the drives. I need some serious help here. I have the keys so that isn't an issue

Go to Settings → Accounts → Your info → Account settings, and see if you have an option to “Sign in with a local account instead”

*using non-conversational, sketch-level language to gesture at structure and direction.

Did you confirm that decryption was fully complete before rebooting?
