Might be. Without an info about the GPU you're talking about, no one can answer that. Some GPUs put multiple fans on the same controller.

I made a mistake, if I remember correctly Afterburner doesn't make a difference between both fans.

I use Fan Control now to manage my fans and it does report both my fans on my 3070.

If HWiNFO doesn't show 2 fans then probably they are controlled together, it is a low end gpu after all.

Give it a try, you have the hardware on hand, I don't. I suspect the fans are connected to the same header, so they act as a single fan from the controller's point of view.

Go google the card model and add "tear down" or "paste change"
Maybe you'll find a video or a written article (with pic) that shows a glimpse of how the fans are connected.

 

by card model I mean things like Dual, Strix, Prime, TUF, etc


And just in case: No, don't ask me to find an article or video about it for you, I'm too lazy.

 

 

Though chances are like my Colorful 1660 with two fans, they are daisy chained.

I found a video showing how to clean an ASUS GTX1660 that looks almost identical. Under its plastic cover there are two fans ,that connect to a single wire, that connects to a single header.

If the 1660 is of same model as your 1650, chances are they share the same heatsink & shroud design. Yeap.
