Solved:

Windows auto-muting chrome and having to go all the way into sound settings to unmute it. 

 

I really hate windows

I've got a real head scratcher here:

Local media has audio, test tones work, but any non-local media is completely mute in Chrome. 

Edge works fine (which is the really strange part because it's just reskinned chromium, unless they've drastically changed it).

 

I feel like this isn't necessarily troubleshooting, because it's specifically Chrome and not anything else, even chrome-based things which is why I'm here in programs instead of troubleshooting, since it feels like it might be google-based or maybe in conjunction with Windows?

 

Reboot brought back audio to local media, so maybe it's Windows being difficult?

 

Edit: chrome doesn't appear in the volume mixer, great.
