Motherboard: ASUS ROG Strix X870E-E
CPU: AMD RYZEN 9800X3D
Device 1: Oyen Digital U34 Bolt USB4 external SSD
Device 2: ProGrade CFexpress Type A card reader (USB4)
 
I am having problems trying to use the 40G USB port on my motherboard with these devices. When the SSD or card reader are plugged into the 40G port, they appear for about 2 seconds and then disappear. Then they appear again and repeat. This happens to the SSD even when I switch ports to a different Type C port on the motherboard. The SSD does work on my Macbook though. The card reader will no work in the 40G ports, but it will work in the normal 10G ports. When I plug an older USB3 SSD in the same motherboard port, the SSD works normally. It appears these USB4 motherboard ports don't work when you actually try and use a USB4 device.
 
In device manager, I don't see any problems with and of the USB controllers (see image) and no updates were needed when I searched the ASUS driver hub. Also, the BIOS was flashed and is up to date. I'm not sure what else I can do.

i am not sure about your problem but i had a similar issue with a usb3 external hdd and it turned out to be the hdd was getting old and was pulling too much current from the port which was causing the ic in the dock to restart and make the hdd to oscilate between in and out of existance in my pc`s brain, can you check it on another pc type c 40gb port?

building a pc is like choosing a wife, you can build something ugly on the outside but beautiful inside, or you can have something beautiful from outside with no brain, if you be lucky you can build a pc with amazing look inside and out if you have the money, and if you have crappy luck with no money you can end up with an ugly slow pc, so it seems it all comes to what you worth for yourself to spend on what you want to spend time with, if you are confused dont worry i am confused too
