So I currently have the following build,

CPU: Ryzen 9 9950X3D

ram: 64GB ddr5 6000mt/s ram

GPU: RTX 4070 Super Founders

7 120mm fans

360mm AIO.

i just bought a MSI Inspire 3 5080 OC

can I run it on my 650w PSU?
I have a Corsair HX1000W getting delivered on Saturday.

and how is the best way to go about overlocking this card (new PSU)

5089/5079 doesn't exist.

If you mean a 5090 then do not run with with a 650w PSU, a 5090 can draw over 600w on its own.

If its a 5080, its possible but dont run stresstests or high load on both the CPU and GPU at once.

5080 is a 360W card. You can power limit it pretty easily right in Nvidias software.

What is there software? I have the NVIDA app, so I do it in MSI after burner?

Yes, the Nvidia app. System > Performance. Can bring the power limit down from the default 100%.

Having 5080 at 70% of power  and overclocked core and vram it does not lower performance too much but has the GPU quite silent under long loads.

lowering from 100% to 70% it lowers performance ~6-7% if using the mild OC versus default clocks and 100% power limit.
