System Drops all Utilization When Going live.

Not sure if this is the right area to ask this. However, when going live my friends system seems to like drop utilization of the GPU (4070 super) as if no game is running. She's right next to me and we've tried so many things except reinstall windows. DDU, turned off XMP, logs from OBS are perfectly fine, only when going live this occurs. Any idea tech gurus? I appreciate any things to try out. 

 

Specs:

CPU: I9-12900KF 

GPU: 4070 Ti Super

MOBO: Asus TUF Z690 with WiFi 

RAM: 128 GB Corsair DDR4 

CPU Cooler: Thermal right 360 AIO

PSU: Corsair 1000W

have u tired using a difrent encoder for testing

Not yet as I think twitch only takes this encoder unless doing the "enhanced broadcasting" which I think is for affiliates only.

u can use non nevnec like softweare h264 or intel 264 if u have a igpu
