Disk manager does nothing on Windows 10

I click on anything on the disks like properties, format, change letter drive etc etc, it does nothing. What is going on?

If the issue is with the external drive, remove it and see if the Disk Management console responds again. A failing disk will hang UI.

 

If that's not the issue, then try going to it in Safe Mode.

Nothing works, not a single drive of usbs. I will reboot and see.
