I haven't been hugely into tech for about 20 years, but I have been watching LTT and WAN show religiously for about 4 years.  I am thinking its time to invest into a real pc and better computer literacy.

If I get a new pc I plan to build my own.  My biggest likely uses would be learning CAD and offline RTS gaming.  My only extra space in my home is occupied by my wife's office which is why I would prefer to use this set up primarily in my living room on my existing 55 inch tv.  My tv is 80 dpi, I would plan on using a wired connection to the tv.  I am not at all worried about the ability to physically build the computer.  I plan to first learn what will work and work for me, then build a budget.

Would latency on wireless peripherals from 7-10 feet be particularly annoying?  I am not particularly picky about this stuff but I would be bothered by moderate to harsh latency

Without bothering to look stuff up for me what would you guess a reasonable set up like this would cost in usd?  Building myself, all new components, no case needed.

Bearing in mind I am looking for a comfortable experience here not an exceptional one am I out of my mind for even trying to get away with an across the (short) living room set up here?

Almost any reputable brand of wireless peripherals will operate at such low latency it will be indiscernible  from wired.

What CAD software are you wanting to learn? It would have a big impact on where you should spend money for the best experience without dropping a lot of money. I've been working in commercial architecture using both CAD and architectural modeling software, and have built nearly all the office workstations throughout that time.

I expect to use solid works.  I want to learn as a hobby and don't expect be creating ultra complex 3d models any time soon.  Mostly modeling furniture I intend to build for my wife.  That being said I do build trailers for a living (think travel trailer but simpler) and being able to move into the design side with my own employer or any other would be a career move I may go after if I take to cad.  So I do want to learn a system that could translate into a professional world later.

You’re going to want 32GB of ram for Solidworks, the video card will be less important but it will impact your experience if you go too low-end.
