Only good one is the sapphire vapor x or tri x.

Asus is a good card but the cooling sucks.

Msi and gigabyte also decent but a bit meh compared to the sapphire.

You must must have a good tolerance for loud noises, even an aftermarket cooler annoys me at 60% let alone 100%.

What? 290X Lightning wins hands down.

The the OP: an R9 290X Lightning will be your best bet for overclocking both on air or on wwater if you decide to do that later down the line.

But damn the price of that thing is unreal compared to other 290x cards.

You can get better toys at this price.

He lives in India, I think he's pretty used to much louder noises. No offense to the thread starter.  ;) It's also extremely humid and hot in India, so I understand why he wants the best cooler.

If you want the best cooler for your card, get the PowerColor PCS+. It has the biggest heatsink among all the R9 290X coolers. Sapphire's Vapor-X and Tri-X come in second.

Rig: Intel Core i7-2600 / Sapphire R9 280X Dual-X / 2 x 8 GB DDR3-1600 / Seagate Hybrid SSHD 2 TB / FSP500-60APN 500W / 3x 20" 1600x900 LED / 51" Samsung F5000 plasma / Acer K330 LED projector
15.6" Clevo W650SJ: Intel Core i7-4810MQ / Geforce GTX 850M / 1 x 8 GB DDR3-1600 / Hitachi 1 TB 7200 rpm
14" Lenovo Y460: Intel Core i5-520M / Mobility Radeon HD 5650 / 2 x 4 GB DDR3-1333 / Hitachi 500 GB 5400 rpm

Why does everyone always forget the Lightning :(

Yeah, I understand it's not something a regular consumer normally even considers, but if the OP wants the best overclocking AND the best cooling, and doesn't mind the price, the Lightning is the way to go.

If he's on a budget, the PCS+ is a great card, and along with the Sapphire Tri-X and OC, is the only card I'd recommend. It's got the best heat-sink out there other than the Lightning. Plus it overclocks very well, with most reviewers getting 1200MHz core clocks along with a stable memory overclock, something reference cards could never do.

I deliberately ignore it because of the price premium it commands. It's rather steep. It's better spent on other things imo, especially if the rig is built from the ground up.

Can't blame you for it to be honest. I got one of mine £100($150) off, so I jumped on it.
