You will have to take speed tests from different sites and also at different times in the day and night. That way you can average the numbers. You will need to search the web to help determine if it is your network card. If it isn't your hardware then contact you ISP.

Wow that's an ancient PC. 

Any chance your CPU is pinned when downloading? Upload can push full speed but download requires unzipping which can be a big issue on a weak CPU. 
Try to be less of a jerk in the future, it'll make your life immeasurably better. Take it from a former jerk.

It's hard to discern from OP's combative posts, but he's getting 320 on both hardline and wifi, but their phone gets a lot more in the same room. I'm pretty sure it's down the ancient hardware in general and the weak CPU in particular.
That being said, OP doesn't seem to want help, they instead seem to want to hurt people

Tbh, I'm surprised that calling an ISP wasn't the first option.
