Hello, I'm new to this forum, and I've been wondering how to fix this problem with my Premiere Pro. I tried changing the Video Renderer multiple times and it still doesn't work on my laptop (the picture shown). The only time the video preview works is when I plug an HDMI cable to a monitor THEN it shows up. Is there any way anyone could help with this issue?

Welcome to the forums!
I have exactly 0 experience with literally any adobe product, or even any video editing software. That being said, my bet would be that the laptop isn't spinning up the GPU unless you have something plugged into the HDMI port. 
What exact laptop do you have? Have you messed with power settings? Have you checked hardware acceleration settings in APP? Have you tried a clean install of APP?

One bandaid fix would be buying a HDMI Dummy Plug which fakes the computer into thinking there's a monitor plugged in, then going to Display Settings and just have that fake display mirror your built in display

I know this guy personally he never really used the forums before but he has a hp omen laptop with a i7 14650 cpu and a rtx 4060 i don't think he ever messed with the power setting and he tried installing a newer version of adobe (2023>2024) but nothing has change 

 

Some extra information 

(Literally before a few minute this post was posted everything was fine)

 

I have advice

tried changing the renderer and resetting the premiere app when launching

But what you are showing in the OP pic is not a video sequence, it's an audio sequence. So there's nothing to see there. If you want to see an image frame you need to drag the video sequence to the right and extend it, so it covers that area too.

I tried checking on op earlier and i can confirm that the play is located in a part where an image was showing but theres still nothing there

Well, then anything is possible. Like he could have dropped some images or video in the project, but they either had no content or did not transfer right to a format that Premiere can render. So he might be trying to play content that doesn't exist.

 

If he clicks on the Project tab, like this one

can he see the images/videos he included in the video sequence rendered there? There should be some preview like in my screenshot.

If not, then those files did not transfer right, they're not recognised as playable media by Premiere.

I'm not sure what the blue dot indicates, I can't seem to recreate it on my system, but click on that symbol and switch to a different workspace and back to editing. Whatever change you made there could've had an impact.

That I still can see them. but I still am confused as to how it's still not showing in my PC, or it just glitches out smth like this.

For that, it worked temporarily, but as i reset premiere pro, it's back to square one (aka not showing again).

Then it seems like something in that workspace is messed up. Either reset it to the default to undo whatever change caused this as shown below or uninstall and re-install Premiere Pro to make sure things are completely reset.
