weird. Have you tried re etching the drive? What are the specs of the computer you're booting on? Any weird CPU/GPU stuff going on? Do you have a spare drive you can install it on and see if it's just there with live boot?
We need more info.

Try new iso download, different USB stick etc. Also try different distros to exclude any wrong flashing methods. What flashing tool did you use? Disable secure -boot? Someone else may have better ideas.

Some hardware is just not compatible. i had recently tried Kubuntu, Fedora, Debian and Suse and had no problems. But for the life of me, Mint did not work beyond the menu to go into the live session. re-downloaded the iso, used different USB-sticks and tried 5+ times. It didn't budge and I gave up and blamed it on Mint.

Before trying live-isos, i tried them in a VM. Kubuntu also was weird and didn't show in full screen size unlike all other distros (inc. Mint, which worked fine in VM).

And do yourself a favor and test other KDE distros. To me, the live session of Kubuntu was extremely sluggish compared to Fedora/Debian (all KDE). Like magnitudes slower. Maybe a hardware/driver issue. But my hardware is 9+ years old. Maybe it is the old Ubuntu platform that isn't playing well (since Mint is based on Ubuntu as well)? Fedora/Debian felt equally fast and nice. YMMV
