Mac Mini 2018 A1993 - Dead?

I picked up a 2018 Mac Mini for spares and was told it takes power, but nothing else.

 

On plugging in power and a HDMI cable the power light will appear and do a slow fade on and off, I don't get any signal to any monitor. There are no POST beeps that I can hear and listening to it I can hear the fan spin for a moment.

 

I have tried every key combination that has been suggested and nothing is getting it to give a signal or change the power light.

 

Before I take it to a shop to have it opened up is there anything else to try?
