Hello,

 

I'd like to ask if there is any program or setting that can on global level normalize noise levels on PC (or potentially even on smart TV? though that is kinda separate question)?

 

I am asking because there are tons of things (say normal scene vs action scene in movie, surprise ad in video etc.) that have spike in dB noise which is problem mainly during the night.

 

So is there anything that can limit maximum noise produced by anything played on PC? Like i'd set the maximum to (random number) 40 dB and anything over it would realtime be lowered to that value?

There is.

  1. Right-click the speaker icon in the taskbar and open Sound Settings.
  2. Scroll down to "More sound settings". It should open the window with all your playback sound devices. 
  3. Select the device you need, and click on "Properties".
  4. It's under the "Enhancements" tab

 

*using non-conversational, sketch-level language to gesture at structure and direction.

personally I use https://sourceforge.net/projects/equalizerapo/

 

albeit to do the opposite ie. MAXIMUM LOUDNESS (but it also has an limiter )

dB is probably difficult cause that obviously depends on your precise set of speakers and sound chip (but it may exist)
