Google Chrome does not open programs

This has worked before. 

The issue is when I click the webpage to download using a pre-installed program, the program won't launch. If the program is already launched, and I try to download, then the program does not get the message to start downloading.
I have a couple of screen shots to show what the download is and what the programs are. There are 2 websites and 2 programs that do not work. The websites are gog.com and the program that affiliated with it is "gog.com downloader" and the other website is nexusmods.com and the program affiliated with it is "Nexus Mod Manager." 
I have tried using Internet Explorer and it works as normal. 
 
Again, this has worked fine before but all of a sudden, if stopped working.

In the mod manager, those mods were downloaded with Internet Explorer.
