Is this OK?

I’ve only done builds with AIOs and I’m not very familiar with air coolers.

 

Before I go too far with this build, I want to make sure it’s not a problem for the fan to literally sit on top of the RAM modules.

 

Do I even need that outer fan on the cooler?

 

Should I have a rear case fan?

Fan is fine over the RAM.  Most do that, and people ask about RAM height at times to avoid issues.

 

Yes, you need both fans.  1 fan can't pull and push efficiently to maximize the cooling the pipes/fins provide.

 

Yes, get an exhaust fan. Should have one regardless of air or water cooling.

With a 14900K you need that outer fan. You wouldn't want an AIO with just one fan.

 

You don't need an exhaust fan for now, depends on your temperatures. Air will find its way out if you've got air intake.

 

Do you use a contact frame, did you update your bios ?

This is just an office PC for my mom with a 13600K.

 

No contact frame.  Haven’t POSTed or updated BIOS yet.
