Turbo Volt or Performance volt?

What is the difference "Additional Turbo Mode CPU Core Volt" and "Performance Core Offset"?

what are the volt in additional to? and is the offset on top of that? i have mine at 1.4  to 1.57 depending on the core ( adaptive on all the cores )

 

These settings can be found (atleast on my board) in Ai\Tweaker\Specific Performance core

 

in my testing adjusting "Performance for one core (say core 7) would adjust volt on all the cores
