What does it say in the BIOS?

It's supposed to do that, assuming you have SpeedStep enabled. It slows down when idle.

Current Rig: Intel Core 2 Quad Q6600, Abit IN9-32MAX nForce 680i board, Galaxy GT610 1GB DDR3 gpu, Cooler Master Mystique 632S Full ATX case, 1 2TB Seagate Barracuda SATA and 1x200gb Maxtor SATA drives, 1 LG SATA DVD drive, Windows 10. All currently runs like shit :D

it says min and max a 0.8GHz but dont see anywhere i can alter that ive set everything to auto to do with the CPU and still says 0.8GHz

It's supposed to do that, assuming you have SpeedStep enabled. It slows down when idle.

it never goes over 0.8GHz though

answer this question first if it tells you that it's at the proper speed there then it probably id but  try doing somthing that requires some CPU power to do you'll know pretty quickly if it's just displying the clock speed wrong. I've had problems similar to this with my cpu telling me it's getting way to hot at stock clocks with a liquid cooler it's pretty annoying to see it displayed wrong but it might just be somthing you'll have to live with I would worry about it aslong as everyinthing is working correctly.

 

 

and try downloading speccy to see if it shows the proper clock speed there  http://www.piriform.com/speccy

 

 

EDIT: oops just realized you answered what is says in the bios

Its bit weird since AI Suite shows that it should be running at 4.4GHz which is also propably incorrect if you haven't touched anything. It should be running at 3.9GHz under full load. Things you should try: Clear CMOS, update BIOS, Check that Turbo Boost is enabled.
