I have a 2070 and 7800x3d (I know the bottleneck). For some reason, my CPU temps and usage keep going up to around 50 degrees and 90% and my fan starts blasting. My much weaker GPU is still staying at normal temps, though. It would be much appreciated if someone could help me and try to figure out why this is happening.

Also when I shutdown or restart my fans blast for some reason.

Watching for what that reason is and telling us is a start. What are you doing? What does Task Manager (Processes tab) say the CPU is doing? 50c is downright chilly.

That's entirely down to how you have the fans tuned. If you're replying on stock default motherboard fan curves, they're almost certainly way to aggressive.

 

I don't see a problem here other than untuned fan curves. 

 

Run a proper CPU stress test/benchmark (Cinebench R23, OCCT) and record peak temperature. Configure your curve so that the fans only get as loud as you'd be comfortable with under a full 100% CPU load and ramp down from there.

That's entirely down to how you have the fans tuned. If you're replying on stock default motherboard fan curves, they're almost certainly way to aggressive.

Ok @GuiltySpark_ I found what the problem is I can run games 1440p ultra high completely fine but my CPU spikes when I am starting up games or shutting down or booting up my pc.

Ok. What does this mean? Usage? Temperature? If usage, what is using it? The game? That's fine, and may be normal if for example you're doing a shader compilation. 

 

Task Manager can show you everything you need to know in the Processes tab in realtime.

 

I still have yet to see any real problems occuring.

Shutdown, marvel rivals, AC Odyssey, Fortnite, mostly every game I have tried so far. And my usage is around 90% on boot and 75% while playing games. My temps go to a peak of about 75 degrees celcuis

Do you have more than one monitor? Get familiar with the Processes tab in Task Manager, and organize the columns so highest CPU usage is at the top. 

 

Open Task Manager and go to the Startup apps tab and disable anything you don't absolutely need running automatically at bootup.

 

Reboot again and watch Task Manager's Processes tab and watch CPU usage. A proper "idle" should be minimal usage, as in 1-5%. This will show you in realtime what is actually using the CPU.
