From the benches I've seen, it is one of the games that benefits a lot from the X3D, so my guess is that a CPU bottleneck might not be hard to hit.

 

But, if you're upgrading from a much slower card there should still be some headroom, especially at 1440p or 4K.

It's the other way around, if you lower the settings you will get more "CPU bottleneck" so if you have a much more powerful GPU you want to crank the graphic settings to minimize the bottleneck. 

Take note the reflection update rate is quite taxing on the CPU so you might wanna to tone that down.

As an ex AC player this is far from the truth specifically for AC, unless if you crank the shit out of Custom Shaders Patch settings. CPU is king even on 1440p/4K scenario, they love to offload to the cache and choke it to the brim. Between the 9600KF and 1660 i would upgrade the 9600KF first if OP mainly plays AC.

Come on, I get like 90-120 fps with my old 3770 + 980 Ti. Almost Max settings, with GPU usage mostly on high 90s.
9600KS should be getting higher number than that and the 1660 will be the weakest link.

Check your gpu usage, if it over 90% all the time then get a new gpu.
