i formated it and it does the same thing is there a way to formate it to a ntfs ?

What you do is you put the drive in a different computer (I am assuming you are running windows 7)

1: Install the drive and boot into windows it should be detected.

2:Open Windows Explorer click on Computer (it should be on the far left near the bottom) and right click the drive you just installed it should have a letter that isn't C:\ but beyond that I can't tell how to identify if aside from looking for a drive that isn't marked C:\ and is about the same size as the drive that you tried to install XP on.

3:Assuming you have successfully identified the drive you can right click it and select Format in the menu where it says FAT32 (default) change that to NTFS uncheck Quick Format.

4:Once that is done make sure the computer that you just used to change the drive to NTFS can access the drive and you should be able to install Windows XP.

BTW I would wait for confirmation before you try this because I am not 100% that that won't brick your drive.
