Fans not turning off after shutdown

What happens if you press the power button when the fans are still running? does it shutdown then or does it do nothing? if it they do shutdown then unplug your power button connector and try booting up and shutting down.

From the look of the image the mobo buttons light up, is the OC ignition light lit up ?
