1,000 AUD budget for server computer

Looking for help on deciding how to spend 1,000 Aud on new server pc must be able to handle half demanding workloads wanting do run multiple vms and servers for learning all different objectives

I bought an hp z6 g4 off ebay for 200 and put a 70 dollar 18 core 3 ghz cpu in it.  This is lga-3647 with six channels of ram. Skylake and cascade lake processors.  So you could come in at 400 with a gpu and have a solid platform. 

 

This architecture seems to have the most bang for your buck of any socket in the used cpu market.
