I am using a 4070 and 2 60hz monitors but i had the same screen tearing issue with my 1660 super

I have tried capping frames all the different v sync options low latency mode and changing the hz of my monitors on eveyr option provided but no matter what im getting screen tearing. its become a lot more noticable with my 4070 than with the 1660 super any suggestions? or is it most likely my very old monitors?

theyre both benq 2270s but ones from 2016 the others from 2018

That era needed a separate chip in the monitor for variable refresh rates. Free sync wasn’t widespread yet.

I scoped the specs on Benq’s site and I don’t think your monitors support VRR at all. The only thing you can do is use v sync to control tearing and that is only useful if your GPU can render at least 60 fps in the games you’re playing.

I don't have discord so this is based on some quick research, but several forum posts say it is happening because of a mismatch between GPU output and screen refresh rate. Some say it is outdated drivers, and a few say they fixed it by disabling "hardware acceleration" in discord. A few say to enable v-sync, which basically forces the game and GPU to render at the monitor's refresh rate, or half the rate if it cannot sustain 60 fps. V-sync isn't a great answer to everything unfortunately even though I previously suggested it. It fixes the tearing issues and makes your games visually smoother, but it adds a very noticeable delay to your inputs.
