I buy a old gpu and whether its is rust or dust i dont understand when i use flash i notice it

Can you take a picture with the room lighting on and the flash off? Also indicate exactly what part of the image we're supposed to be looking at for this supposed rust?

Looks like dust to me.

Also heatsink fins are aluminum.  Aluminum can't rust.

Yeah  i used brush to clean it its not shinning aluminium now but clear than before,

True, though it can oxidize. I've seen an old GPU pulled from a beach house and yoof that was rough

yup, but that doesn't look like Steel Rusting, at all.
