I stream using Open Broadcast Software and I get crappy quality when I stream at 720p
here is my internet connection:

here are the settings I use with OBS: (Open Broadcast Software)

Encoding

encoder: x264

Use CBR = on

Enable CBR padding = on

Use custom buffer Size = on

Max Bitrate (kb/s) = 3000

Buffer Size (bkit) = 3000

 

Audio Encoding

codec = AAC

Bitrate = 128

Format = 48kHz

channel = stereo

 

Video

Video Adapter = NIVIDIA GeForce GTX 750 Ti

Custom resolution of 1280x720

FPS = 30

 

Advanced

Use multithreaded optimizations = on

process piority class = high

x264 CPU Preset = ultra fast

Encoding profile = main

Use CFR = on

 

here are my pc specs: (there not optimized for streaming)

 

processor: AMD A8-3870 APU with Radeon HD Graphics 3.00GHz

RAM: 8.00GB

graphic card: Nividia geforce gtx 750 ti

motherboard: gigabyte ga-a55m-ds2

Live stream software: OBS (Open Broadcast Software)

OS : Windows 7

 

I Will get some upgrades:

CPU Cooling : cooler master hyper 212 evo   <---- so my pc doesn't get crazy loud

120 GB SSD : kingston ssdnow v300 120gb   <--- just for OS and maybe 1 or 2 games

CPU : AMD FX 8350 black edition <---- not planning to overclock

motherboard: gigabyte GA 970A UD3P

 

please let me know if I could improve my settings of OBS and let me know If I upgrade something wrong? or something that will be to weak?

or let me know a better streaming software that can use mp4 files and can use multiple layers for effect/images, thanks!

I think you need to increase the bitrate, at the moment it seem that you are not allowing your PC to send all that much data.

Try to increase the bitrate(s) in the settings to mach your upload speed.

EDIT: I might be wrong, i remembered that there was something of the sort in encoding. I haven't used this in a while, and so far i have not used it for streaming at all.

SSD 128GB Sandisk Ultra Plus as my OS drive. HDD's  1TB  Seagate ST31000524AS its OEM, 3TB Seagate Barracuda, 2x 500GB WDC Blue (RAID 0)

If it isn't working absolutely perfectly, according to all your assumptions, it is broken.

I think it's your upload speed. Read a few threads and they said 11 Mb is barely good enough for 720p

well 10MB upload is the max you can get in the Netherlands without having a company and I think even 4MB is more than enough for streaming 720p ? because I have people see doing it but I don't know how

so like a bitrate like 8000 ? or 5000 ? 

In encoding, increase the maximum bit-rate, if i am correct the software will then send more bits(data) to the server. The max you should go to here is 10000 as your upload seems to be that.

EDIT: I didn't get to checking your PC specs yet. I assumed your PC was good enough because of your internet speeds.

You shouldn't raise bitrate over 3500. You can get good quality for 720p at 2200-2500. The thing to remember is that only Twitch partners have scaling available for viewers. So if you stream 720p with some sick bitrate, your viewers will have choppy stream since their connection can't take it.
