It's perfectly ok and even quite low

My 7900xtx gets up to 72c hotspot 95c, and it's not even a problem

Delta of 20 is kind of high but I am guessing the hotspot is actual memory then its fine.

Difference between GPU Temp ( that's AVG as far as i know ) and hotspot 

70C is still perfectly fine
