Hello, i did post another one but i wrote it badly, so here i go again in hopes to get some help.

I have stuttering/fps drops in mostly all games i play, i run games at 144 fps, but it drops so often and thats when i get stutters and sometimes my pc just completely freezes for like 1 to 5 seconds, even if im watching youtube it can suddenly just stop for a few seconds, it has been as long as 20 ish seconds before i could use the pc again, but that is rarely, i have reinstalled windows, i have changed my cpu, i have clean installed the pc to fabric, i have updated bio, windows drivers and turned xmp on and off (both have same outcome, doesnt change the stutterings and freezes) some games are more stutter heavy than others, like black desert is constant almost, god of war is every 2-5 min ish, lasting for about a min each, it doesnt matter the game or the graphics of the game, i get stutters, fps drops and freezes randomly, this is my last resort to some pros help, the happiness getting something i wanted to badly and it turns out so problematic and ust not fun playing/using is not fun.

My specs:

CPU:  AMD Ryzen 7 7800X3D

GPU: ASUS STRIX 4090 OC

PSU: Corsair RMe 1000e 1000W PSU

AIO: NZXT ELITE 360

M/B: TUF GAMING B650-PLUS WIFI

RAM: TRIDENT Z5 7200MHZ (running at 5400)

did you want to tell us anything useful like what settings the games are at or frame rates you're getting  normally or frame rates when stuttering occurs

ok that would be considered normal operation if you have the game settings set to a level that exceeds the machines capability. when you set the games to something a normal person would play at does the issue still occur?

ok so in the last 14 minutes you tried each game at normal settings while monitoring component usage?

are there any other diagnostic steps you don't want to try so we can reduce the number of suggestions?

No no not in 14 minutes, ive tried multiple games mentioned above at any settings, high to low over 3 months now, its not something that just happend, ive been trying to fix it for a long time, got a new cpu and mobo which is the ones i wrote above and

ive capped fps to 120 aswell but still i get stutters, as far down as to 80 and 60, its extreme in dayZ

are you sure all drivers are installed correctly? you can check in device manager for any "!" signs

also yes, a short but complete list of all components involved would help to give us a better picture.
