Depends on how the fan software is setup. Mine defaults them to temperature curve that really doesn't seem to work....

if you plug it to psu molex it will run at max speed, if you plug it into mobo it will control it.

Depends what the stock parameters are in the BIOS.

If you have set it to run at full speed, it will do so. Now if you have it set to run according to ie cpu temp, it'll will lower speed when cpu is already running cool. Difference between 3pin and PWM is that PWM doesn't adjust with voltage jumps as do 3pins. Like 3pins have mainly 3 settings, 12V, 7V and 5V. PWM will adjust speed freely between 12V and 5V, maybe even have it to 0rpm if fan allows that.
