Network troubles (specifically for video streaming)

This is the weirdest network issue I've ever seen and I need suggestions on how to resolve it. Both Google and Ookla speed test seems normal, download speeds (downloading files, Steam games) is normal but anything Video streaming related (YouTube, Twitch, Netflix) is extremely slow.

This 1.50 video uploaded instantly so it seems like it only affect video streaming and not upload.

I have also tried using WIFI and the issue is fixed but because of the router's location the connection is spotty and the latency is very bad (very noticeable in online games).

Things I have tried:

  • Changing cat 6 cables
  • Changing Ethernet ports on switch
  • Changing Ethernet ports on router
  • Direct connection from router to PC
  • Different devices (PCs, Phones) working fine
  • Different browser (Firefox, Edge)
  • Re-installed browser.
  • Fresh OS install, 1 month old.

Either way if it's a hardware issue how does it make sense for download speed to be fine but for video streaming, not?
