So my friend has decided to get a 780 and wants to know which to get (no budget). He wants the coolest one that is quiet as well. He wants it to  be factory OC'd as well.

 

The 780 Classified from EVGA is better than their super clocked version.  I'd go with that one.

yeah the EVGA classified version literally has a higher core clock than the Asus card's highest boost clock.  Also, evga's cooler is much quieter.

If he has no budget limitations, he should go for a 780 ti, to begin with. The EVGA K|NGP|N is as good as it gets. Or he should wait for the Asus Maximus Platinum.

I meant a budget within the limits of a 780 as he is getting a new mobo and cpu

Asus has the most quiet one. A little less performance than the others out of the box.

Go with the EVGA GTX 780 Classified http://www.amazon.ca/gp/product/B00E8PAAUS. It's easily the best GTX 780 you can get. Followed by the MSI Lightning and the ASUS DCUII.

Ahhhh, then the EVGA Classified is the way to go in terms of performance or the Asus DCUII-OC for good performance/noise ratio, IMHO.
