Cpu running slow

Min and Max are supposed to be at 100% in the Ultimate Performance power plan. 

At the moment my pc's cpu(12700k) is running at .97 ghz and max 27% utilization and cant figure out why or how to fix it.

things ive tried so far reseated cpu, thermal past unpluged power supply cables from psu and mb. updated drivers and went into bios and try to boost cpu.

It takes longer to boot and very slow at opening apps files and games, games obv running horribly.

What is your Windows power plan set to?

 

What motherboard utilities do you have installed?

 

Did you disable any settings that you changed? Most should be on auto.

 

Has the CPU always done this? If not, did anything change prior to it happening? (software or hardware)

ok so ive checked power setting before and it was set to ultimate performance. then scrolled to the min and max processor state and for some reason they were set to 0%

dont know what changed them but this happend after some program called very fast and pcappstore got installed with an ps3 emulator.

I'm not saying that was it, but I have seen emulator software cap things like the CPU speed or amount of RAM, but that's usually within the software itself, not your power plan.

Try running Crystal Disk Mark. Test your transfer speed for both of your hard drives. It sounds like one of your drives might have issues.

What Core Clocks speed does HWiNFO report now when your computer is idle at the desktop? Run Cinebench R23. How do your Cinebench R23 scores compare with other users that have the same CPU? I prefer the older version of Cinebench because there will be more scores to compare to.

Does your computer run at a constant speed during this test or are the Core Clocks jumping all over the place? That would indicate throttling. Open the HWiNFO Limit Reasons data when running Cinebench to check for thermal or power limit throttling. If you have a power limit throttling problem, check what the turbo power limits are set to in HWiNFO.

A computer with a 12700K and a SSD drive that is working properly should never feel laggy when doing basic tasks. It is not unusual for computers to have multiple issues. Keep digging and keep testing. Open the Task Manger and check if your computer has a bunch of useless junk running in the background when your computer is supposed to be idle. Your screenshot above shows Utilization is 18%. That is too high for an idle computer.

Your SSD speeds look OK but once again your maximum CPU speed is way down. Cinebench R23 performance looks terrible. What power plan are you using and what are the Min and Max set to now? They cannot possibly be both at 100%. It looks like some software that you installed on your computer continues to screw around with your Windows power plan settings. 

 

Uninstall the emulator software you installed, restart your computer and reset your Windows power plans. Make sure the Min and Max in the High Performance power plan and in the Ultimate Performance power plan are all set to 100% like they should be. Any software that changes the Windows power plan settings without your consent and then does not bother to reset them later should not be installed on any computer.

Is slow for base speeds or overclocked

Your problem has nothing to do with overclocking. Your computer is running dog slow. Cinebench performance is terrible. Did you look at the Windows Power Options yet?

 

If Armoury Crate caused this then you have to permanently uninstall it. The P cores should reach a peak speed of 5000 MHz. They are being limited to only 2700 MHz. That is pretty sad.
