help microsoft store wont update

hello I just got a new to me computer. I got it updated to the latest windows 10 version but now my Microsoft store will not update at which means I cant download anything from it. I don't know if Im doing something wrong or what is going on. I attached a photo of what the screen shows. It has been on this screen for about 4  hours

so this is an older windows install, used computer? 

 

maybe fresh Windows install would be the easiest way?

 

cause i have seen this, once the store is borked people have huge issues getting it back sometimes.

 

Alternatively: do you even need the store?  me, personally i have it disabled,  but tbf like once in a year or so i need to reenable it to download a codec or something.  

 

(but there are alternatives for that too)

So I don’t know exactly what I did but I was messing around in settings and apparently switched something on that unlocked the latest version of windows and then it started working correctly. Thank you for the help that may have helped get me to the correct point.
