Budget (including currency): ~€2000 (not too strict)

Country: The Netherlands

Games, programs or workloads that it will be used for: 
* WFH Graphics Programming in Rust, C++, and HLSL (one moment high CPU load, another moment high GPU load)
* Occasional game, don't care too much about top-notch graphics
* Be carriable to occasionally hook it up to the TV for some couch gaming

 

Other details (existing parts lists, whether any peripherals are needed, what you're upgrading from, when you're going to buy, what resolution and refresh rate you want to play at, etc):
My Ryzen 7 1800x is showing its old age so I need an upgrade.
Goal: A quiet workstation PC that can run both high CPU and GPU workloads.
What I am taking from my old build:
GPU: RX 6800 GPU (I understand this is a noise factor, but not one I can change easily)

PSU: Corsair 850W Gold
Storage: 1TB NVMe SSD + a couple of SATA SSDs (depends on how many will fit)

 

My list so far:
CPU: AMD 9950x (16C/32T of raw compilation performance) (I might wait for the 9950x3D, the extra big cache could be interesting for hobby programming)
Motherboard: ASRock X870 PRO RS WIFI (3 m.2 slots, USB4 and Wifi+bluetooth)
RAM: 64GiB Corsair Vengeance CL30 (to deal with code bases the size of UE5)
Storage: Samsung 990 PRO 4TB M.2 SSD

 

What I am not sure of:
CPU Cooling: Noctua NH-D15? Should I go water cooling instead?
Case: ??? I would like something that can fit large GPUs but is not stupidly big, and is quiet. If necessary I am okay with adding a bunch of Noctua fans. It seems all the new cases don't do foam anymore, what's up with that?
I don't want to go for a custom water loop. I need to occasionally swap GPUs (luckily provided by work), which would make that very difficult. Additionally, I don't want any maintenance other than removing dust. Lastly, I dislike RGB and see-through side panels.

Please let me know what you would change in this build, and what route to go in terms of case and cooling.

If you already own the cooler, then I'd do it, especially if you're going to tune the 9950X a bit or use eco-mode.

P600S has a solid side panel option. Lian Li 216 has a non-RGB version, but still includes fans and a glass side panel.

I don't own an NH-D15 yet. My previous system had a small Noctua cooler, but will be going together with my CPU, Mobo and RAM to my girlfriend for a PC for her.

I wouldn't buy one now, not when the peerless assassin/phantom spirit are so cheap, though realistically most users are going to be installing a 360mm AIO for a high-end CPU like this, rather than do any power/fan curve tuning.
