YES SIR , I CAN BROWSE THE WEB THIS ONLY HAPPENS WHEN IM CONNECTED TO COLLAGE WIFI , IT WORKS SOMETIMES AND SOMETIMES IT DOESN'T.

Can you browse the web correctly on your collage's WiFi? In Task Manager (click on more details) -> Performance tab -> WiFi, what does the IPv4 say? Only report the value when you are connected to that WiFi.

Might also be that you have something on your desktop that is clearly designed to bait people into pirating but is actually a Trojan.
