Controller being used as mouse

In order to have ATS work with a controller, the "use the controller as a mouse" feature was enabled, and now for playing other games (like rocket league), it's having a stroke trying to decide whether it's a mouse+keyboard or a controller.

 

Any idea how to stop that? Already tried force closing steam and disabling auto startup...
